Creative solutions are needed to ensure the long-term sustainability of public highways. Solutions that attract private investment in equipment, offer stability and opportunity to job seekers, and promote innovation and healthy competition for construction and maintenance services.
ARHCA is proposing the creation of an arm’s-length transportation authority, the Alberta Highway Trust Co., to manage Alberta’s transportation assets with a longer-term focus. The Trust Co. would be responsible for long-term asset management, maintenance planning and funding allocation based on infrastructure condition, risk assessments and usage data.
The white paper explores the transportation infrastructure debt in the province of Alberta that was estimated in 2014 to be between $2 billion and $16 billion.
